As of July 1, 1997, all addresses on any discount-rate, First-Class mailing must have been exposed to one of the U.S. Postal Service-approved methods for checking a mailing list against a change of address database. The U.S. Postal Service-approved updating methods are:
While we at Envelope Manager have not made these changes available to the public, we do have a working prototype that addresses this issue. These changes will be available when Envelope Manager version 3.0 is released. Please note that the NCOA functionality will be available only in the 32-bit (for windows 95) version.
In the mean time...
Until Envelope Manager version 3.0 is released, you may use the "or current resident" addressing method. While this does potentially dilute the effectiveness of your mailing, it does circumvent the NCOA process because the piece is going to an address, not a name.

After July 1, you need to certify on the postage statement submitted with each First-Class presorted or automation rate mailing that you have used one of these four list-cleaning methods within the past 180 days or 6 months.
