As you may already know, the U.S. Postal Service is raising its rates for Non-profit bulk mailing. The changes are effective October 4th, 1998. Everybody who is using Envelope Manager for bulk mailing at Non-profit rates must upgrade their software before doing any mailings after the fourth.
